Pre-War Apartment Flooring: Herringbone, Scale and Proportion
Pre-war apartment flooring is a restoration problem disguised as a selection problem. These buildings were designed around proportion, and their rooms still carry the ceiling heights, plaster mouldings and window rhythm that a patterned floor was drawn to sit beneath. Decades of carpet, sheet vinyl and hurried plank replacement have taken that away from a great many of them.
Putting it back is not a matter of choosing an attractive oak. Pre-war apartment flooring has to answer to a substrate laid a century ago, to a building that has settled, and in most cities to a board that will want to see an acoustic specification before it approves anything. Pre-War Apartment Flooring: What Is Underneath
The substrate is the first thing to establish and the least predictable. Depending on the decade and the city, pre-war apartment flooring may sit on timber sleepers bedded in cinder fill, on a thin concrete topping over a structural slab, or on a plank subfloor that has been overlaid more than once. Each behaves differently, and none is likely to meet the flatness tolerance a pattern floor needs without work.
Settlement compounds it. A century of movement means rooms are rarely square and floors are rarely level, so a survey across the whole field with a long straightedge comes before any decision about material. Where the original parquet survives beneath a later covering it is often worth lifting carefully to see what can be retained.
Height is the other constraint. Pre-war apartment flooring often has very little room to build up, because door undercuts, radiator pipework and the existing threshold to a marble bathroom were all set to the original floor level, and every millimetre of new build-up has to be found somewhere.
Original detail is worth recording before anything is lifted. Skirting heights, threshold profiles and the line of any surviving border tell you what the room was designed to hold, and photographing and measuring them early gives the new floor something accurate to be drawn against rather than guessed at.
Cinder fill is the one that catches people out. Many pre-war buildings used a bed of cinder or ash between the structural slab and the finished floor, and it is neither flat nor stable enough to bond a pattern floor onto directly. Where it is found, pre-war apartment flooring normally needs the fill removing and a proper levelling layer installing, which changes both the programme and the cost from the numbers everyone had in mind.
Sleeper joists bring a different issue. They give a floor a pleasant slight give underfoot that occupants often like, but they also mean the deck moves independently of the slab, and a herringbone field bonded to a plywood overlay on sleepers has to be detailed so that movement is absorbed rather than transmitted.
Asbestos is worth ruling out formally before anything is lifted in a building of this age, particularly where a bitumen-based adhesive or an old tile bed is present.
Pipework is the other survey item. Original radiator feeds often run within the floor build-up, and pre-war apartment flooring cannot be bonded over them without knowing exactly where they are, so a trace is worth doing before the first board comes up.
Levels between rooms are recorded at the same time. A century of settlement means adjoining rooms are frequently not on the same plane, and a decision has to be taken about whether to level throughout or to accept a threshold transition.
Structural deflection is checked in older buildings before a pattern floor is committed to. Timber joists spanning a wide pre-war reception room may deflect more than a modern floor would, and pre-war apartment flooring in a pattern shows that deflection at the joints long before a plank floor would. Where the span is marginal, either the deck is stiffened or the specification moves to engineered construction on a properly isolated build-up.
Party wall and party floor conditions are established at the same time, since in most of these buildings the structure is shared and the acoustic requirement follows from that rather than from preference.
Scale and Proportion in a Pre-War Room
Scale is where pre-war apartment flooring is most often got wrong, usually by importing a contemporary specification into a historic room. A very wide plank in a room with eleven-foot ceilings and heavy mouldings reads as too modern and too coarse, because the room was composed around a finer floor. A patterned field in a moderate block size sits far more comfortably.
Ceiling height gives the rule. High rooms carry a longer block and a larger module, standard-height rooms want something shorter, and the enfilade of connected rooms these apartments often have wants one consistent decision carried throughout rather than a change at every doorway. Light behaves differently in these rooms too. Deep window reveals and tall sashes throw light across a floor at a low angle, which is precisely the condition a patterned field is at its best in, and a reason pre-war apartment flooring so often looks better patterned than plain.
Mouldings give the clue to scale. Where a room has a deep cornice, a tall skirting and panelled reveals, it was composed around a floor with some fineness to it, and pre-war apartment flooring that ignores that reads as a modern floor dropped into a period room. Matching the visual weight of the floor to the weight of the joinery is more reliable than any rule about dimensions.
Enfilade rooms need one decision. These apartments often have three or four reception rooms opening into one another, and the eye carries the floor straight through, so a single block dimension throughout with borders marking each room is calmer than varying the field.
Where a room has been subdivided at some point, the original proportion is usually still readable in the ceiling and should be the reference rather than the current walls.

Original borders are the best evidence available. Where a fragment of the historic border survives under a later threshold or behind a radiator, it tells you the block dimension, the border width and the grade the room was designed around, and pre-war apartment flooring drawn from that evidence will always sit better than one drawn from a catalogue.
Photograph and measure before lifting anything, because that evidence tends to disappear the moment work starts.
Window position gives the direction. In a pre-war room with tall sashes on one wall, running the field so the pattern turns across the incoming light rather than along it gives the floor more movement through the day. It is a small decision that costs nothing and is impossible to change afterwards.
Where a room has windows on two walls, the direction is normally taken from the principal elevation, and pre-war apartment flooring in a corner room is set out from whichever window the room is really organised around.
Ceiling height is the reference that settles most arguments about scale. A pre-war reception room with eleven or twelve feet of height carries a longer block and a wider border comfortably, and in fact needs them, because a short block under that much height makes the floor look thin and unresolved. A standard-height bedroom in the same apartment wants something shorter. Pre-war apartment flooring is therefore often specified with one dimension for the principal rooms and a second, smaller one for the private rooms, with a border marking the change at each threshold.
Where a later suspended ceiling has reduced the original height, the honest reference is the original, since the room will usually be restored to it eventually.
Acoustics and Building Approval
In most pre-war buildings the floor is a shared structure, and the board knows it. An alteration agreement will normally set a minimum impact insulation rating, and a hard floor laid without the right build-up will not be approved and occasionally has to come up again. Pre-war apartment flooring therefore has to be specified as an assembly: acoustic mat, adhesive and block designed together, with a total height the existing floor build-up can accept.

Programme is worth agreeing early, since board approval for pre-war apartment flooring can take weeks and the work is usually restricted to specified hours and a service elevator booking.
Submissions take longer than people expect. A board reviewing an alteration agreement for pre-war apartment flooring will typically want the acoustic test data for the exact assembly, a floor plan showing the extent of work, contractor insurance certificates and a schedule of working hours, and the review itself can run for several weeks. Building it into the programme from the outset avoids the floor becoming the reason a project slips.

Insurance and contractor documentation is usually required alongside the acoustic data. Boards reviewing pre-war apartment flooring work will ask for certificates naming the building as additional insured, and gathering that early prevents the submission bouncing back for administrative reasons rather than technical ones.

One more approval detail is worth planning for. Asking the managing agent for the review schedule before committing to a programme is a five-minute conversation that regularly saves a season.
Where a building has recently completed a facade or window replacement, it is also worth asking whether the apartment has fully dried out, since a room that has been open to the weather will hold moisture in its structure for months afterwards.
Restoring Rather Than Replacing
Where original parquet survives in reasonable condition the better result is almost always to restore and extend rather than replace, matching block dimension and grade into the existing field so repairs disappear. Matching an existing field is a grading exercise as much as a dimensional one, since a century-old floor has usually darkened and a new block cut to the same size in the same species will still read too fresh unless the grade and finish are chosen to sit alongside it.
Where the original parquet is beyond saving in places but sound elsewhere, the best result is usually a partial replacement matched into the retained field rather than a full replacement. Pre-war apartment flooring restored this way keeps the patina that cannot be manufactured, and a well-matched repair becomes invisible within a year as the new material darkens.
Matching is a grading exercise before it is a dimensional one.
